  11. Transfer to the heads of local government
    • Bills on budget: Within 3 days
    • Ordinances: Within 5 days
    • Transfers other bills as soon as possible
    1. Declaration by the heads of local government
      • Promulgated by the head of a party within 20 days of being transferred
      • If a proposition is not promulgated by the head of a party within 5 days after being confirmed as an ordinance because a promulgation or re-deliberation request is not made within 20 days, the Speaker may promulgate the proposition.

      • Requests reconsideration within 20 days by the head of local government in case of having an objection regarding the ordinance in the presence of reasoning for the objection

      • Declared by the heads of a group within 5 days after transferring the bill

      Files an appeal to the Supreme Court by the head of local government within 20 days from the day of re-deliberation if the deliberated agenda violates the laws and ordinances
