Introducing the Special Committee

The Special Committee is established and operated by the resolution of the plenary meeting in case of treating a matter concerning a number of standing committees or requiring investigations on special issues. Its operation is determined in accordance with the purpose of the council; however, the period of activities must be determined when the special committee is established.

The 9th Special Committee on Budget and Accounts

Organization of the Council

The Incheon Metropolitan Council has a quorum of 13 members who review the budget proposal and settlement of accounts and currently, it consists of 13 members.

The 9th Special Committee on Ethics

Organization of the Council

Article 44 of the Local Autonomy Act stipulates the duties and responsibilities of the local council members as follows: “The council members must prioritize to the public interest and faithfully perform their duties and responsibilities according to their conscience. They are obliged to perform the duty of integrity and maintain dignity as a member of the council.
A member shall neither abuse his/her position to acquire profit in property, interests, or positions resulting from the conclusion of contracts with local governments, public organizations, or enterprises nor the disposition thereof. In addition, one should not mediate acquisitions for others by taking advantages of their position. Pursuant to the ‘Ordinance on the Management of Incheon Metropolitan Council' enacted in accordance with Article 46 of the Local Autonomy Act, the council intends to review the matters related to ethics and discipline of the council members for establishing the autonomous status of the council as well as raising their ethical awareness.
